Job Description
ILLUSTRATIVE DUTIES:

Responsible administrative position in planning, organizing and directing the activities of the County's Facilities Management Division's comprehensive program for the remodeling, renovation, maintenance and repair of County buildings, facilities and grounds. Work includes the initiation and implementation of policies and procedures as related to division operations, monitoring various service contracts.

Administers the County's Facilities Management Program; directs through subordinates the planning, scheduling, and coordination of divisional activities; develops policies, procedures and priorities to meet established goals and objectives.

Administers programs involving or pertaining to the activities of a group of skilled and semi-skilled trade workers in new construction, renovation, modifications and repair of buildings. Directs the program and operations involved in maintaining the grounds of county government buildings. Responsible for the custodial services program for County buildings and facilities. Plans, organizes, directs and manages the activities of compiling, analyzing, and interpreting data related to facility use and maintenance.

Plans and coordinates, through the responsible management staff, the activities of large groups of trades, maintenance, custodial, security, and related personnel responsible for the up-keep of all County owned and leased facilities.

Plans and prepares budget for Facilities Management division. Coordinates and assists with scheduling work with other department/division heads to ensure timely project completion within established budget. Determines which projects should have high priority within the guidelines and policies set forth by the Board of County Commissioners (BoCC). Assists other governmental agencies and engineers and architects in planning and designing public projects and scheduling priorities that fall under the authority of the BoCC. Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of the methods, techniques, tools and materials used in building construction and maintenance. Knowledge of the techniques and materials used in ground maintenance, construction, maintenance and custodial services. Knowledge of laws, codes, and regulations relating to building use and renovation. Knowledge of personnel management and record keeping. Knowledge of principles and practice of architectural engineering. Knowledge of modern techniques, methods, procedures and practices of all phases of facility operations. Ability to establish and maintain effective working relationships. Ability to communicate effectively, both orally and in writing. Management and supervision ability. Ability to accurately estimate buildings and grounds renovation, maintenance and repair costs. Ability to read and interpret building construction plans, sketches and blueprints.

Requirements
MINIMUM QUALIFICATIONS

Graduation from an accredited four (4) year college or university with major course work in business or public administration, civil engineering, building construction or a related field and have a minimum of six (6) years of progressively responsible experience in building facilities management which included three (3) years in a responsible management position.

Must have a valid driver's license and be able to secure a valid Florida driver's license within thirty (30) days after employment within this classification.

A comparable amount of related training and experience may be substituted for the minimum qualifications.
