Job Description
Summary:

The National Urban League seeks a Manager, in the Mature Workers Program (MWP). Under the direct supervision of the division Senior Director MWP, responsible for coordinating and implementing all program operations pertaining to DOL and NUL requirements, WIA/SCSEP workforce policies, program and performance measures, online assessment and IEPs for older workers; and other activities as assigned to meet program and agency goals and objectives.

Essential Functions:

•Responsible for review and reporting on affiliate month-to-month progress in meeting program goals and spending of funds •Monitors and interrupts SPARQ daily to ensure accurate data input, correction of errors, provides analysis to affiliates and director •Assesses affiliate compliance on-site, through desk audits, conference call and emails, writes reports and provides technical assistance •Researches state and local demographic and economic data along with available occupations that assist affiliates with unsubsidized employment •Ensures accomplishment of affiliate action plans and corrections to meet program

Planning:

•Assists in developing and managing short and long-range plans for MWP affiliates •Monitors affiliate subgrantees’ year-to-date achievement, provides program technical assistance and desk •Coordinates and reviews the preparation of field reports and written documentation as required •Manages plans for site visits, validation of program eligibility, and data input to assure projects meet all performance measures and requirements •Assists in annual grant preparation and grant development, program development and design of training conferences

Requirements
Education:

•MA in management, social sciences, experienced preferred.

Experience:

•A minimum of six years middle management experience required in a nonprofit or government workforce agency that operates U.S. DOL programs. •Skills and ability to analyze and interpret DOL data and reports; along with older worker program and information, records, and perform program validations. • Program has a significant annual budget. •Experience with SCSEP workforce development programs preferred.

Skills and Knowledge

•Demonstrated ability to initiate, implement, problem solve, take required corrective actions. •Skilled in writing narrative and technical reports, program and budget management and accountability, and SCSEP data analysis techniques. •Must have demonstrated program management competences •Ability to speak and write concisely conveys ideas, report data and communicate with other groups and organizations. •Must have experience in Microsoft Office and the design of other spreadsheet databases. •Ability and willingness to travel and work beyond normal business hours as needed.
